#333 Create a standalone webapp that reads the loot mastertlist to sort plugins

The loot masterlist file can be found here - the license permits use and I will of course give attribution.

It should be a standalone webapp that does one and only one thing: take a list of plugins, and return them properly sorted. The list could be read from on a daily basis and the results cached to some fast key/value store.

The loot masterlist is a good potential source of truth for the community. Rather than duplicate and make tribal the openmw-specific plugin positions, it’d be better for everyone to commit those changes to the upstream list and use it on this site.
